Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Tanker truck fire causes collapse on Oakland Freeway

A tanker truck carrying approximately 8,600 gallons of unleaded gasoline caught on fire on the Interstate 80/880 interchange in Oakland, California early Sunday morning around 3:40 AM. The fire resulted in the collapse of at least two sections of bridges at the interchange, including one carrying I-580. The multi-level freeway interchange known as the MacArthur Maze connects the Bay Bridge (Interstate 80) to Interstates 580, 880, and 980 and California State Highway 24, and as such it connects several major cities in California, including San Francisco, Oakland, and Berkeley.

The driver, James Mosqueda, 51, of Woodland, California, escaped from his truck before the fire. He was the only person reported to be hurt, suffering second-degree burns. No other vehicles were involved in the crash.

The driver was believed to be speeding, resulting in a loss of control of the truck, causing it to flip over and subsequently burst into flames. As the truck was traveling on the interchange of I-80 eastbound to I-880 southbound near the San Francisco Bay Bridge, it is speculated to have hit a guard rail or column during a turn. Shortly thereafter, it exploded into a fire that lasted several hours.

Caltrans officials have announced that repairs will be fast-tracked, but will still take several weeks. Public transit has responded with plans to increase service and re-route buses that used the destroyed interchange.

Gov. Schwarzenegger has declared a state of emergency that in addition to expediting repairs will suspend restrictions on truck traffic hours and provide free use of area public transportation on Monday, April 30.

A Buyers Guide To Motor Scooters!

With so many different types of motor scooters available today buyers must do their homework before making a purchase. Vespa, Honda, Piaggio, big engine, small engine, gas, electric, mobility, foldable, seats, handgrips, where do I start?

Before the 1920s it was an easy decision, a foot-powered push scooter or none at all. But once Gino Tsai from Shanghai, Taiwan developed the Razor scooter it changed everything. His motor scooters became popular so quickly there were people waiting in line for six months before they could get one.

In the 1950s companies like Vespa in the UK started selling the first of their gas motor scooters. It was a big hit at the 1950 Motorcycle Show and quickly became a big hit in the UK as well. Vespa sold over 125,000 in the UK between the years of 1950 to 1958. Piaggio from Vespa and Lambretta from Innocenti started selling their models in Italy and France too, quickly becoming the vehicles that everyone had to own. By the early 1950s the sale of motor scooters topped 1 million a year in France alone. Because of its popularity other countries such as France and Germany decided to get in on the boom by manufacturing their own models.

Today, after more than 50 years since the first gas scooters appeared, there are many different makes and models. We have electric, gas powered, foldable, mobility and utility motor scooters dotting the globe. There are specialized scooters for just about every task. They have become a worldwide phenomenon because they are cheap to own, economical to operate, are very handy and functional, and most of all they are a lot of fun. But with all of the makes and models which one is right for you?

Let’s start with the different types. Gas motor scooters are the fastest around. They will take you longer distances and reach higher speeds than any of the other varieties. There are smaller and lighter models that will be perfect for running errands around town while the larger and heavier touring models will take you on longer trips. Plus, the larger the gas tank the farther you can travel before needing to stop at a service station.

Electric varieties are a little more economical to run, but will usually travel only about 10 or 15 miles before needing a recharge. Their battery capacity has improved dramatically over the years, but they cannot be taken for long trips due to the fact that their batteries will need recharging periodically. However, for short trips around the city they are wonderful little vehicles. Plus, most scooters have a large storage capacity under the seat so they are ideal for trips to the grocery store or for other light shopping sprees.

The elderly or handicapped typically use what is referred to as mobility scooters. These are usually electric models and have 3 or 4 wheels for extra stability. These models give the elderly or disabled the ability to get about in their homes or around the neighborhood more easily. Without mobility scooters many of the disability-impaired would be confined to their beds.

Another very popular type is the foldable scooter. These are very small and are made for short trips around town. They are particularly popular among the younger crowds. The beauty of these models is that they are extremely compact and can be folded for storage in small places. If you work just a few miles from your home you can travel to work on your folding scooter and then fold it up and put it underneath your desk at work. Very handy.

There are also utility scooters which can be used for many different purposes. They can be used as golf carts or for hauling things. Many big businesses use these types for getting around their factories. Schools use them for driving through the parking lot, checking for cars that shouldn’t be there. Major league sports stadiums use them to drive people from one place to another. These are wonderful vehicles that can be used for a variety of reasons.

Once you’ve decided which type is right for your needs the next step is to figure out what options, if any, you would like included on your vehicle. Of course you can choose from many different colors and designs, but there are other options available to you. You can choose from the many varieties of covers, locks (for security), cases or side bags for storage, helmets, seats, handgrips, windshields or windscreens, backrests for touring, chrome kits, rear luggage racks and many more options. The list of accessories can go on for quite some time.

As a rule of thumb first choose the type of scooter you want, whether it be electric, gas, foldable or utility. This is the easy part because the type you purchase will depend upon your needs. Once that decision has been made look at several popular models in your area and decide which one looks and feels right to you. Most have accessories that are manufactured for a specific model so accessories cannot be decided upon until you know which motor scooter you are going to buy. Once you’ve decided which accessories you want for the model you chose it’s a simple matter of driving your scooter out of the dealership. And it’s nothing but fun from there on out.

Steel major Arcelor ready to reconsider Mittal’s offer

Luxembourg’s largest steel company Arcelor is ready to study Mittal Steel‘s improved takeover offer, the former said on Sunday, opening the door to possible talks with Indian steel magnate Laxminivas Mittal. Arcelor Chairman Joseph Kinsch told reporters after a meeting of Arcelor’s board that the company’s directors would be ready to examine the details of Mittal’s latest offer once it has been approved by the CSSF (Luxembourg’s financial regulatory body).

Until Sunday, Arcelor, the world’s second-largest steel company, had firmly rejected world-leader Mittal’s bid to take the former company over and form a global steel giant. The softening of Arcelor’s stance comes after Mittal Steel raised its hostile cash-and-equity bid by a third on Friday and dropped a key demand for family control over the combined entity.

Media reports had suggested that Arcelor was trying to find another company to rescue it from being taken over by Mittal Steel. Possible candidates included Russian tycoon Vladimir Lisin and Russia’s Magnitogorsk Iron & Steel Works (MMK). Mittal’s move on Friday came after the value of its initial offer fell more than 10 percent behind the market worth of Arcelor, as the latter announced a buyback of its own shares at above-market prices to ward off Mittal Steel.

Laxminivas Mittal, who has hinted that the bitter takeover battle might have a hint of racism involved in it, told the French newspaper La Tribune that he was sure that the attractive nature of his revised offer would enable him to obtain over 50% of the Arcelor shares. He added that he was of the opinion that the involvement of a Russian third party would not be in the best interests of Arcelor’s shareholders.

FIFA ethics committee recommends lifetime ban of former FIFA vice-president

The adjudicatory chamber of FIFA (International Federation of Association Football)’s independent ethics committee has opened up proceedings against former FIFA Vice-President Jeffrey Webb. In a statement released on Wednesday the ethics committee recommended Mr Webb receive a lifelong ban from all footballing activities for multiple violations of the articles of the FIFA Code of Ethics.

Mr Webb was indicted on corruption charges by the United States Department of Justice, and pled guilty in November to one count of racketeering conspiracy, three counts of wire fraud conspiracy and three of money laundering conspiracy. He is the former President of CONCACAF, the confederation for North America, Central America and Caribbean footballing associations, Vice-President of FIFA, and President of the Cayman Islands Football Association.

Mr Webb is to be given the opportunity to submit his position before a ruling by FIFA is handed down.

China’s Premier recognises government responsibility in milk incident

In a rare one-on-one interview with the editor in chief of the journal Science Magazine published online on Friday, Wen Jiabao, Premier of the People’s Republic of China, acknowledged that although companies were to blame, the government was also partially responsible in the recent melamine contamination of milk and infant formula from China.

“We feel that although problems occurred at the company, the government also has a responsibility,” said the Premier. He added that testing requirements should be installed for all important steps in the production process, and that all food should meet international standards. Responsibility for food safety implementations will lie with the Chinese Ministry of Health.

We feel great sorrow about the milk incident. … I once again solemnly emphasize that it is absolutely impermissible to sacrifice people’s lives and health in exchange for temporary economic development.

The two-hour conversation between chief editor Bruce Alberts and Premier Wen already took place on September 30th. A Chinese version of the interview was published in the communist party newspaper People’s Daily.

Earlier this week, batches of an injectable herbal medication based on ginseng were recalled after three people died. Wandashan Pharmaceutical all of its injectable herbal remedies. On Saturday, Taiwan suspended imports of a leavening agent used in baking because it tested positive for melamine.

In the milk incident, melamine was added to make the milk appear richer in protein. It caused an estimated 53,000 to become ill, mostly young children. The chemical can cause kidney stones and kidney failure.

However, the issues of China’s food industry are only mentioned tangentially. The Premier spoke about social, economic and scientific issues facing his country. Wen explained his “scientific outlook on development”, which tries to found social and economic progress for the people, in a sustainable fashion and with decreased disparities, on a scientific basis. An example is the use of transgenic crops in rural areas, which decreases the need for pesticides.

On the matter of fossil fuels, the Premier explained how “every year, China produces about 180 million tons of crude oil and imports about 170 million tons. China’s dependency on foreign oil is almost 50%. China’s coal production exceeds 2.5 billion tons a year. This kind of huge consumption of energy, especially non-renewable fossil fuel, will not be sustainable.” He reiterated China’s belief in the “common but differentiated responsibility” principle, in agreement with the United Nations Framework Convention on Climate Change and its Kyoto Protocol.

At the end of the interview, the Premier agreed that the scientific communities could build bridges between countries, even if their governments disagreed. “More scientific language and less diplomatic rhetoric could make this world even better,” he concluded.

The 66-year-old engineer specialised in geomechanics began his second 5-year term as head of the cabinet last March. During his office, China witnessed highlights like the Olympics in Beijing and the recent Shenzhou 7 space launch, but also international criticism, for example on the situation in Tibet.

Portugal receives Russian aerial firefighting airplane

Portugal received on June 29 a Russian Beriev 200 airplane that the Portuguese Government has rented for two months. The stated objective is to test the aircraft during the forest fire season, allowing the Ministry of Internal Administration to determine if it should buy it.

The correspondent agreement agreed to by the Portuguese vice-Minister of Internal Administration, Fernando Rosa Andrade, and the director of the Russian company Beriev, Victor Kobzev, will cost Portugal 1,234,000 (USD 1,552,802) for two months rent and maintenance. The objective is to test the aircraft in real firefighting situations this summer, these tests will then provide information for the Ministry of Internal Administration, so that this can make a final decision about a purchase.

With the double of capacity for the transport of water and fire retardants of other aerial firefighting aircraft that usually operate in Portugal, mainly the Canadair CL-415, the Beriev will operate throughout Portugal, independently of its base. The Beriev’s capacity is almost twice that of the Canadair, 12,000 L/h and 6,160 L/h respectively.

“As of June 1, the aircraft will enter in operational tests in real environment, during 60 days”, Gil Martins, operations commander of the National Center of Rescue Operations, told Rádio de Renascença News Agency.

“The Beriev is an amphibious aircraft of the same type as the Canadair, that transports a dozen tons of fire retardants, the double than a Canadair aircraft”, Martins added.

The aircraft arrives Thursday night at Monte Real Air Base, were he will stay until August 31, and will be visited tomorrow (July 1) by the Minister of Internal Administration, António Costa.

The plan is to purchase four heavy aircraft for fighting forest and ground fires which will become available in 2008. In addition to the order of airplanes the Government as purchased six medium and four light helicopters, in two separate bids, in which the deal for the six medium helicopters caused the dispute of an multimillion dollar war between the three competing companies in the courts.

The international contest was launched by the Portuguese Government in November 2005 for six medium helicopters was participated in by: Heliportugal, Helisul, Helibravo, Eurocopter and the Polish PZL. With the decision made by a jury of seven members, in April the Cabinet decided to purchase from Heliportugal six Kamov 32 helicopters worth 42.1 million EUR, scheduled to arrive June 1.

Early this month the Polish company PZL interposed an action for a provisional legal remedy to the Supreme Administrative Court. In June 21 the Portuguese company Helisul made a plea for the decision of the Cabinet in April 27.

With about 3.2 million hectares of forest in 1995 and 2.5 million hectares in 2005, Portugal lost about fifth of its forest in ten years to forest fires.
