United Kingdom media regulator Ofcom has proposed that British Sky Broadcasting (Sky) make its premium film and sports channels available to rival broadcasters.

According to Ofcom, this would be the “most appropriate way of ensuring fair and effective competition”. On hearing the news Sky responded by saying it “fundamentally” disagreed with the proposal and will use “all legal channels” to stop it.

Ofcom proposed they make the subscription channels available at a “regulated price” to its rivals which would enable them to access and offer more channels for their viewers. Ofcom has requested that parties respond by August 18.

Ofcom were quoted as saying “We do not believe that this proposed remedy would have a disproportionate impact on Sky, since we consider the proposed prices are above the level required to allow Sky a reasonable return on its content costs”. BT Group welcomed the proposal saying “Prices have been too high for too long but this could all change if Ofcom breaks Sky’s stranglehold.”

Fire crews have battled numerous wildfires across portions of Oklahoma during recent days. At least eighteen fires have been reported across the state, one of which severely damaged the town of Luther, nearly destroying it. Media sources indicate the fires have damaged over 68,000 acres.

Many of the fires burned throughout Saturday night. In the central part of the state, various rural areas and small towns were evacuated; officers went door to door in some locales to notify residents of the impending dangers. A spokesperson for the American Red Cross reported approximately 50 people stayed overnight in an emergency shelter set up in the town of Cushing, just outside of Oklahoma City.

The state continues under a state of emergency. The governor, Mary Fallin, visited the town of Luther on Saturday, extending her sympathies amidst the disaster. She told reporters, “It’s heartbreaking to see families that have lost so much.” She has also issued a statewide ban on all burning activities.

Three blasts occurred in Mumbai Wednesday evening in one of the busiest areas of the city. It has been estimated that 21 people have been killed and up to 113 injured. According to a regional government official, Prithviraj Chavan, the explosions were “a co-ordinated attack by terrorists.”

The first blast took place in South Mumbai’s Zaveri Bazar at 1854 local time (1324 UTC), in which several were injured. Here, a motorcycle had a bomb attached to it that exploded next to a jewelry shop. According to eyewitnesses, fire broke out immediately after the blast.

The second explosion happened at the Opera House in Charni Road within a few minutes of the first one. This was the most powerful explosion, caused by a bomb that blew up inside a building.

The third one took place in Dadar at 1905 local time (1405 UTC), where a taxi was rigged for the purpose. All three of the locations are commercial and residential areas with busy streets and heavy traffic.

According to an eyewitness to the Zaveri Bazar explosion, “[b]odies and limbs were strewn everywhere. People were crying and screaming. The area was packed with shoppers at the time of the blast. A few offered assistance to the blood-soaked victims, while others looked on in a state of shock.”

The home ministry put the National Security Guard on alert following the blasts in Mumbai.

The Frugalware Development Team describes ­­Frugalware as a general purpose Linux distribution, designed for intermediate users who are not afraid of text mode. Frugalware also plans to offer a live CD with desktop options, to be developed by one of its teams. A live CD enables running the Linux software on most compatible Intel and AMD chipset architectures, without having to partition a drive.

A freelance journalist writing for Wikinews interviewed the founder of Frugalware Linux, Miklós Vajna.

Wikinews: Frugalware is a slack distribution at present. Are there plans for developing binary package management platforms of it?

Miklós Vajna: Our package manager is called pacman, and its primary purpose is to install binary packages. If you want to install packages from source, you can use our “repoman” tool.

Wikinews: What are your visions for the future of Frugalware, do you plan to globally distribute it as a product, and would you consider allowing a major corporation to sponsor your efforts?

Miklós Vajna: The second. Frugalware is free, but maintaining it needs hardware, mirrors, money. We got several donations already (build servers), and we continuously need them. If a corporation want to sponsor us, I think that is totally O.K. 🙂

Wikinews: What is Arch Linux in relationship to your project? And how do their efforts fit into your game plan?

Miklós Vajna: The common [thing] in Arch Linux and Frugalware is the package manager. (To be strict: nothing else.) Developing our package manager is a common effort. If anyone [is] interested in its development, he/she can subscribe to the pacman development mailing list.

Wikinews: I’ve successfully installed Frugalware, OpenSUSE, and WinXP on the same box. Do you see a lot of people doing this sort of thing in the future?

Miklós Vajna: We support having more than one operating system on a single machine — though this matters only in case Frugalware is the last installed operating system. We do not have any statistics about what operating systems do other people use besides Frugalware, if they have more than one.

Wikinews: Is it possible that PearPC and Frugalware may have a relationship to distribute the PearPC Emulator with Frugalware in the future?

Miklós Vajna: It is already available [1].

Wikinews: What kinds of software might you include with further editions of Frugalware? Is Muse part of the base package for electronic musicians, or will you have those sorts of things?

Miklós Vajna: No [2]. It is not available at the moment. You can request a package by filing a feature request to our Bug Tracking System, at [3].

Wikinews: Is the autoupdating feature of Frugalware unique to Frugalware and perhaps a keystone to future developments?

Miklós Vajna: I have never tried other autoupdating features. What one can see is that upgrading even from the previous stable release — which means installing 6 months of update at once — requires only a few tricks, and these are documented. So it works as it should, and we always pay attention not to break this great feature.

Wikinews: What can new users of Frugalware do to test and relay infotmation back to the developers through the correct channels?

Miklós Vajna: We have released stable versions two times a year. There are testing releases every two months. If one would like to help us, then download these releases, test them, and if something is broken, then file a bug report to the BTS (mentioned above already).

Frugalware has new X Windows video drivers that provide a major speed improvement over available patches for previous editions of Linux. Alex Smith has been working on them as a developer.

In addition, the PearPC emulator mentioned above, which comes with the package manager, may, with proper tuning and installation of a legal copy of Mac OSX, enable many Intel and AMD Frugalware users to use the Apple OS on their desktops. George W. Bush, the president of the United States has suggested an economic growth package that could be worth almost 1% of the United States’ GDP (the US GDP is appoximately US$15 trillion). The package is expected to come in the form of tax cuts.

In a speech which took place yesterday Mr.Bush said that the economy is an area of “real concern,” to the US government. He added that the US “economy is still creating jobs, though at a reduced pace.”

Democrats want the tax refunds to cover payroll taxes paid by lower-income groups and be combined with more unemployment benefits, food stamps and federal aid to states. It warned against bundling proposals to make Bush’s first term tax cuts permanent with the stimulus package, and the Bush administration has separated the two in this proposal.

When announcing the proposal George Bush said that “as Congress considers such a plan, there are certain principles that must guide its deliberations: This growth package must be big enough to make a difference in an economy as large and dynamic as ours — which means it should be about 1 percent of GDP.” He added that “this growth package must be built on broad-based tax relief that will directly affect economic growth — and not the kind of spending projects that would have little immediate impact on our economy. This growth package must be temporary and take effect right away — so we can get help to our economy when it needs it most.” He also added that he believed the package “must not include any tax increases.”

In the speech George Bush also made it clear that he believes the package should be passed through congress quickly. He said that his belief was that by passing the package through congress quickly would “provide a shot in the arm to keep a fundamentally strong economy healthy. And it will help keep economic sectors that are going through adjustments, such as the housing market, from adversely affecting other parts of our economy.”
